Account Review & Payment Options

The City of Roswell has a new online self-pay and recurring payment system for water customers. 

Visit roswellnmcitizens.munisselfservice.com to access the online bill payment system. (Note: You may need to click the "Expand Menu" link at the upper left corner, then select "Citizen Self Service")

The system can also be reached through the "Pay My Bill" option on the City website's front page.

The previous system is no longer available.

Payment Options

  • Pay your bill online.

    • Visit roswellnmcitizens.munisselfservice.com to access the online bill payment system. (Note: You may need to click the "Expand Menu" link at the upper left corner, then select "Citizen Self Service")
    • Customers can submit a one-time payment or create an online bill payment account by answering a few questions. Have your water bill handy, as you will need your account number.
    • Payments are reflected on the system immediately, but transactions will not post until funds are transferred from your financial institution or credit card company. This can take 2-3 business days.
    • The online service allows account access 24/7, with some exceptions for site maintenance.
  • Pay by mail

    • Make checks payable to the City of Roswell. Please do not mail cash payments.
    • Use the return envelope included with your bill and enclose the return portion of your statement to send payment by mail. 
    • If using your own envelope, mail to City of Roswell, P.O. Box 1838, Roswell, NM 88202-1838.
  • Pay in Person 

    • Visit us at 415 N. Richardson Ave. between 8:30 a.m. and 4 p.m. Monday-Friday. 
    • Payments may be made by cash, check, debit or credit card (ID required for debit or credit card payments). 
    • Bring both portions of your bill with you to the Water Billing Department to expedite processing. 
  • Payment Drop-Off

    • An after-hours payment drop box is located at 421 N. Richardson Ave., across the street from the water billing department.
    • Make checks payable to City of Roswell. Do not pay with cash at the drop-off box.
    • Payments received after 8 a.m. will post the following business day. 
  • Bill Pay

    • Contact your financial institution about "Bill Pay" options. Set the City of Roswell as a payee through your financial institution, which will schedule payments for your utility bill.
  • Create a Payment Plan

    • Any account holder who is unable to pay an outstanding balance may come by the billing office to request a payment plan. This must be done in person at 415 N. Richardson Ave. The length of the payment plan will be based on the total amount owed. To be eligible for the Extended Payment Program, the account holder must: 
      • Be delinquent in payment for water services and have received a past-due notice, and 
      • Have a satisfactory payment history with the utility. A satisfactory payment history means the customer has never failed to comply with all terms of any prior Extended Payment Agreement with the Utility and during the previous 18 months the customer has not had more than two of the following: issuance of a non-sufficient funds (NSF) check to the Utility or a similar returned credit item; the posting of a turn-off tag by the Utility on the service; or termination of the service, and 
      • Have an account classified as a metered single-family residence; multi-family residence with individually metered units, or commercial account
