National Flood Insurance Program


The National Flood Insurance Program (NFIP) is a Federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding.

Participation in the NFIP is based on an agreement between local communities and the Federal Government that states, if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the Federal Government will make flood insurance available within the community as a financial protection against flood losses.

Roswell's Program Participation


The City of Roswell came into the National Flood Insurance Program (NFIP) on January 19, 1982 with the publishing of the City's first Flood Insurance Study (FIS) and the corresponding Flood Insurance Rate Maps (FIRM). Copies of these documents and all revisions to them are available for viewing in the City Engineering Department located on the second floor at: 415 N Richardson Avenue, Roswell, NM 88201

Updated Elevation Certificate


FEMA recently approved a new updated Elevation Certificate with an expiration date of July 31, 2015. There is a "Phase -in" period for use of the revised Elevation Certificate, until August 1, 2013 - the current form or the revised form will be accepted.

Elevations certified after that date must be on the revised form with the expiration date of July 31, 2015.

National Flood Hazard Layer


FEMA has created the National Flood Hazard Layer (NFHL), this digital data is quite useful. The following link will open the instructions on how to use the NFHL in Google Earth. You can go to the Map Service Center's web page to check for an updated version.

Letter of Map Revision


Download and view the letters to the City of Roswell and to Chaves County concerning the Letter of Map Revision (LOMR) that the City of Roswell and Chaves County submitted in 2004, to correct the mapping errors to the flood plains that Hondo River would produce in the 1% rain event. The sixth file is the March 23, 2012 LOMR Panel 1370D, which shows dramatic changes to the flood plains from the Hondo River.
