The Special Services Administrator has general supervision of this activity. This function is an entity that is rarely considered until a disaster strikes. When a disaster does strike, Emergency Management's presence and benefit to the community comes to the forefront. Response to wide-spread disasters is only one facet of this department. The remaining aspects of Emergency Management are planning, mitigation and recovery. Planning from the standpoint of identification of potential hazards via evaluating past occurrences and attempting to anticipate the likelihood of other types of occurrences. Mitigation is the process whereby potential hazards are identified and steps taken in an attempt to minimize their overall negative impact to the community. Recovery is the process of providing a central point of contact for resource identification to the community in the event of a disaster.
With the Twin Towers incident of September 11, 2001 Emergency Management has taken on significantly expanded responsibilities. The coordinator has applied for and received $897,067 in grant monies in FY 2002 & 2003. These monies have bought or will be buying numerous radios, a multitude of various types of equipment and provided additional training for both city and county law enforcement and fire departments. Additionally there has been ongoing interaction with adjacent counties to develop a regional response plan and upgrading of the City of Roswell= s plan. This has upgraded the public safety= s ability to respond to a wide range of incidents.
Emergency Management is also involved in training. The training consists of exercise design, facilitation and implementing various types of exercises (hazardous materials exercises, weather related disasters, technological related exercises, and homeland security issues).

The Special Services Administrator has general supervision of this activity. This department's primary function is to enforce many sections within the Municipal Code. In addition, they have enforcement responsibility for many sections in the Zoning Ordinance. The most commonly known sections deal with unsanitary premises, inoperative vehicles, sight obstructions and weeds. Code Enforcement also enforces abandoned refrigerators, business licenses, landscaping noncompliance, and operating business without licenses to name only a few.
Business Licensing is an integral part of Code Enforcement. This activity is responsible for ensuring all required activities are appropriately registered to conduct business in the City of Roswell.
Joined with Code Enforcement is Building and Plumbing Inspections. These two positions are responsible for conducting inspections (building and plumbing) of new structures, remodels, dilapidated structures, sewer leaks, etc. The two inspectors derive their authority from New Mexico Construction Industries Division through the inspector certification process. Both work closely with the state and provide appropriate. The City of Roswell does not conduct electrical inspections as that activity is with the State of New Mexico.
The goal of both activities is to ensure both contractors and the public follow accepted construction codes, improve the quality of life, and make our community a more pleasant, safe and attractive place to live. This is accomplished first by attempting to obtain voluntary compliance and if this fails, criminal/civil charges are brought against the violators in a court of competent jurisdiction. Both entities work closely together in the achievement of their mutual and individual goals.

The Special Services Administrator has general supervision of this activity. This department is charged with enforcing relevant animal laws contained in the Municipal Code and New Mexico State Statutes. They respond to calls for service relating primarily to dogs and cats. They also handle calls relating to porcupines, skunks, rabbits, and to a lesser degree antelope, deer, and other game animals. In the case of game animals, they work closely with the New Mexico Department of Game and Fish.
Animal Control responds to calls for service for dog bites, possible rabid animals, sick animals, deceased animals, mistreated animals, and inappropriate animals within the city limits. The call are generated from all city departments and the general public. Even though the officers are few in number, they are a highly dedicated group of City employees who care a great deal about our city, animals, their treatment and the adverse impact of stray animals on the community.

The Special Services Administrator has general supervision of this activity. Community Enhancement role is to improve the appearance of our community by focusing on the removal of graffiti and the removal of general trash and cleanup on public properties. Community Enhancement works closely with the Keep Roswell Beautiful program.
The graffiti removal is accomplished by a team who use a baking soda blasting machine as well as paint. Permission is obtained from property owners prior to removal and the service is free. A donation is requested but not mandatory. Any donated monies go back into the program for graffiti removal materials.
The removal of general trash and cleanup of public properties is accomplished by community service workers who are assigned to the program from Municipal Court and occasionally Magistrate Court. This general cleanup was with minimal cost to the public with an approximate average of $35,000 in realized labor and jail bill savings per month. A major benefit of the close liaison between Community Enhancement and Municipal Court is the reduction of funds expended in the incarceration of prisoners.
