"NEW DEVELOPMENTS IN ROSWELL, NM"
(From the City Planning Director – July, 2008)
Roswell Mall Improvements: Bealls is relocating into the old Dunlaps at the south end of the Mall, and management is working on some new retailers for the exterior out parcels as well as to fill out the few remaining vacant spaces inside the mall. Nothing new to report.
Out-Parcels for Sam's & Wal-Mart: Checker Auto is in front of Sam's Club and Starbuck's is in front of the Wal-Mart Super Center. Nothing new to report.
Berrendo Center I: The owner needs one more tenant to fill out this plaza, to go with the new PetCo, Rue 21, Lotions & Potions, Famous Footwear & Alltell. Nothing new to report.
(This is located south of the Rib Crib and north of the Berrendo River)
Berrendo Center II: The exterior building finish work is complete for the Discount Tire and Kids Care P.C. The interior rough-in is under way, with the site development to follow.
(This is located south of the Berrendo River on the east side of North Main Street)
Circle-K Stores: They want to add up to seven (7) new stores in the Roswell area by 2012. They are in the early stages of development and are currently seeking Liquor Licenses and negotiating with property owners around the City for these new stores. Lots of calls on this!!!
New Burger King @ Old Post Plaza: The owner switched gears on us and decided to build the Artesia BK before building the Roswell BK. Now, he says that work will begin on the Roswell BK sometime this winter, with the new opening date around June of 2009. The Old Post Plaza developer is seeking tenants to build-out Phases III & IV of this commercial subdivision.
(Located south of Walgreen's across Main St. from NMMI)
Ashley Furniture: This will be a new furniture showroom and warehouse. The asbestos has been abated along with some additional demolition work. We expect to see the construction plans for the remodel work soon for the Building Permit. Nothing new to report.
(Located in the old ALCO building in the Plains Park shopping center)
Kingdom Hall of Jehovah’s Witness: This building will be constructed from the ground up in four days. The Building Permit was approved and floor slab will be finished this month. Weather permitting; they plan to construct the building during the last week of August.
(Located at 205 West Gayle – Next to the Fire Station)
Pioneer Bank – New Headquarters Building: We had a Plan Review for a Building Permit on 5-30-08. They will begin grubbing the site in late July or early August, with a construction completion sometime this coming winter. This will be Pioneer Bank’s new main office building.
(Located north of Well’s Fargo on the NW corner of Mescalero and Main Street)
Roswell Community Federal Credit Union: This is a new financial office building to accommodate the credit union, to be built north of Oasis Computers, on the old Laundry-Mat/Car Wash site. Building plans are being developed so they can begin construction late this year.
(Located on the west side of Main Street, just south of Sherrill Lane)
1st National Bank Branch: The building shells are complete for the main bank and ATM kiosk buildings. The interior rough-in is underway and will continue through August.
(This is located on the Southwest corner of Berrendo Rd. and North Main Street)
ZEN – Asian Restaurant/Old BK: The remodel work is progressing and on schedule for this restaurant to be open later this summer. They will use the Drive-up window for orders called in.
(Located in old Burger King behind Alsup’s on NE corner of Country Club & Main Street)
A New Hotel: Construction plans for a 75 room Comfort Suites were submitted for a Building Permit and the developer is making plans to begin construction by late July or early August.
(Located across Main Street from the Hampton Inn)
A New Hotel: The Holiday Inn Express owners plan to build a 69 room Country Inn & Suites. The Architect is developing the plans for construction so the work can begin later this summer.
(Located directly west of the Holiday Inn Express, and south of Home Depot)
A New Hotel.: This is a full-service Holiday Inn with Conference facilities to accommodate 250 people with 100 rooms, a restaurant and bar. The plans are being created and they plan to begin construction in November, with the Grand Opening around January, 2010.
(Located west of All About Spas on the west side of Main Street)
Candlewood Suites by I.H.G.: This has 87 suites and a 75 person meeting room. The owner was approved for variances requested at the April P&Z Commission meeting and we had a plan review on 7-3-08 for a Building Permit They want to begin construction by August/September.
(Located west of Applebee’s and north of the N.M.M.I. Golf Course Driving Range)
A New Sonic Drive-Thru: The revised plans were submitted and a Building Permit is ready to be issued. Once the permit is issued, we expect construction to begin shortly thereafter.
(Located east of the Monterey Shopping Center on the south side of West 2nd Street)
New Medical Office Building - III: The floor slab has been poured and the building shell should begin taking shape by August. This will connect to the office building on the SE corner of Country Club and Kentucky Avenue. We are awaiting construction plans for the actual building.
(Located on south side of Country Club directly east of the New Medical Office Building-II)
Tractor Supply Company: The City continues to work with local property owners to supply new water and sewer utilities north of Pine Lodge to accommodate new commercial development in this area, which includes this new Tractor Supply Company. Nothing new to report.
(Located on west side of Main Street, just south of Husky Road)
Billy The Kid Secure Storage: This adds 18,000 Sq. Ft. of indoor, climate-controlled, storage to their facility. The building shell is complete and rough-in work is under way.
(Located on the northeast corner of Country Club Blvd. and Atkinson Ave.)
Town & Country Family Fun Center: This is the Bowling alley on SE Main. The interior renovation and addition will add attractions like air-conditioned, indoor Putt-Putt Golf. The owner is finalizing bids so he can begin construction this summer. Nothing new to report.
Old Albertson’s: The old Albertson’s on S. Main was purchased by a company from California. They will lease and Build-To-Suit offices from 1,500 to 32,000 Sq. Ft.

RESIDENTIAL DEVELOPMENTS: 10 new home Building Permits were issued in June, with about 60 homes under construction around Roswell. (70 Permits through June, 2008)
90 UNIT - WILSHIRE GARDENS APARTMENTS: All that remains to be done is the landscaping which should be done this month. They hope to have the Grand Opening soon.
(Located on the east side of Wilshire Boulevard, south of Mescalero Road)
SUMMIT APARTMENTS: The owner is spending close to $2 Million on upgrades to the apartments, which includes many interior and exterior renovations and improvements.
(Located at 1600 West Summit)
EDEN ACRES – PHASE-I - SORRENTO SUBDIVISION - has Seven (7) of the 69 lots sold and one (1) home under construction; PHASE-II - TOWNHOMES – has two (2) homes built with five (5) more of the 41 lots under construction; and, PHASE-III – EAGLE CREEK VILLAS – The Final Plat was approved in May and construction should begin this summer. The entryway to this subdivision will be enhanced with a stonework sign, landscaping and grass.
(Located between 19th and Country Club & Montana/Union and Sycamore Avenues)
ENCHANTMENT WEST Subdivision - all Phase–I lots; most of the Phase-II lots; and, eight (8) Phase-III lots have been sold, with 51 homes either built or under construction in this west side subdivision. There are still lots available for sale and development. Nothing new to report.
(Located west of Mullis Ave. between 8th Street and College)
THE MEADOWS Subdivision – This is an older subdivision enjoying new life with 20 new homes having been built over the last five years and eight (8) new homes under construction. There are still lots available in this Southside subdivision. Nothing new to report.
(Located north of Poe Street, between Sunset and Union Avenues)
DESERT ACRES Subdivision –This owner wants to cater to younger families in these new, more affordable starter homes. This Southside subdivision will eventually offer 18 lots when this subdivision becomes ready for development. Nothing new to report.
(Located north of Gayle and west of the new Fire Station)
COTA RANCHES Subdivision – The owner is now selling 98 lots to build affordable, starter family style homes in this south side subdivision. Construction will begin later this month.
(Located south of Gayle and west of South Main Street)
DELTA WEST Subdivision – The developer has 42 lots available for sale along with five (5) homes under construction, and two (2) houses in the planning stages of development.
(Located west of Washington, between Berrendo and Mescalero)
TIJMOR Subdivision – The developer has sold nine (9) of the 68 lots, with 20 lots reserved and three (3) new homes currently under construction in this northeast subdivision.
(Located on the Northwest corner of Atkinson Ave. and Country Club Road)
LA PLACITA Subdivision – Four (4) new units (2-duplexes) are built and six (6) new units (3-duplexes) are being completed in this 28 lot, northeast side subdivision.
(Located on the southwest corner of Atkinson and Mescalero)
TUSCANY Subdivision – Eight (8) new units (4 duplexes) and three (3) single-family homes have been built with two (2) new units (1 duplex) currently under construction. There are still 13 lots available for sale and development in this north side subdivision.
(Located south of Mescalero Road and west of Kentucky Avenue)
LA SIERRA Subdivision – There are eight (8) homes under construction, with several lots still available in this midtown subdivision next to the N.M.M.I. Golf Course.
(Located on Montana/Union between 19th and Country Club)
BRIAR RIDGE Unit-B Subdivision – Four (4) units were built (2-duplexes), near the lake at the Country Club. 17 lots are still available in this eastside subdivision. Nothing new to report.

OTHER DEVELOPMENTS IN ROSWELL: Planning is still working with developers to get new executive quality, "market-rate" apartments built throughout Roswell to reduce the serious deficit in this sector of the housing market. The banks are holding tight to money needed for development through the recession, which is happening everywhere but Roswell, and they will probably continue to do so until after the presidential election.
